Beth Van Duyne, MayorA 25-year Irving resident, Beth Van Duyne was honored to be elected Mayor of the City of Irving in 2011, having served as a city council representative from 2004-2010. She fought hard against tax and fee increases, championed the movement against more apartment complexes and promoted smart development backed by legitimate investors. Beth is a dedicated volunteer, experienced professional, involved homeowner and devoted mother of two. Throughout her 20 year career, she has had the opportunity to work with small startup companies, mid-size private companies and Fortune 500 corporations like Verizon, American Airlines and SAP. She also founded and ran her own consulting business, working with executives to develop strategic business plans, negotiation strategies, grassroots coalition building, and federal and state legislative policy strategies. Beth is experienced in testifying and advocating at the local, state and federal levels for energy, economic development, transportation and water resources and funding. She has extensive experience and strong relationships in the transportation, healthcare, energy and telecommunication industries and is a past member of the North Texas Healthcare Tax Force, President of the Irving Republican Women's Club and Board member of New Tech High. Beth was the first council member to participate in the Irving Citizens Police Academy and the Irving Fire Academy. A frequently interviewed official, Beth has appeared in The New York Times, CNN, USA Today, ESPN and Dallas Morning News. Former Deputy Mayor Pro Tem, she established and chaired Irving's Communications Committee and has done extensive coalition building among local, state and federal officials and community leaders throughout the country through her activities with the US Conference of Mayors, National League of Cities, Texas Municipal League and North Central Texas Council of Governments. Michael E. Gallaway, Place 1Michael Gallaway was elected to the Irving City Council in May 2010. He has 21 years of experience in the field of Supply Chain Management. Currently he is a Senior Inventory Planner at Aviall and the co-owner of a small business in Irving. Mr. Gallaway is married to Deborah. His civic involvement includes serving on Irving ISD District Improvement Committee, the Greater Irving-Las Colinas Chamber of Commerce Transportation and Infrastructure Committee and has volunteered time to tutor children in math and reading. Mr. Gallaway is the chairman to the Public Works Committee, and a member of the Audit and Finance Committee, Planning and Development Committee and of the Transportation and Natural Resources Committee. He is also the council liaison for the Advisory Board on Disabilities, the Youth Council, and the Senior Services Advisory Committee and the alternate council liaison for the TIF No. 1 Board. Roy Santoscoy, Place 2 (at-large)Roy Santoscoy was elected to the Irving City Council in May 2010. He is a small business owner in Irving and has a lengthy history of community involvement. His civic experience includes previous chairman of the Planning and Zoning Commission, vice-chair of the Irving Convention and Visitors Bureau Board, and Board of Trustee of the Baylor Medical Center at Irving. Mr. Santoscoy and his wife, Cindy Wilson Santoscoy, have two teenaged children. Mr. Santoscoy is the chairman of the Community Services Committee and a member of the Public Works Committee. He is the council liaison to the Animal Serices Advisory Committee, the Board of Health, Museum Advisory Board, Carrollton/Farmers Branch ISD and Coppell ISD; and the alternate council liaison to the Green Advisory Committee and the Zoning Board of Adjustments. Dennis Webb, Place 3Dennis Webb was elected to the City Council in June 2011. He has lived in the City of Irving for 30 years. He graduated from Nimitz High School in 1977. Councilman Webb is a Lieutenant with the Grand Prairie Fire Department. He has served in that capacity for over 15 years and has been employed by the City for 28 years. Councilman Webb is the Senior Pastor of the Bear Creek Community Church in Irving. He has been married to his wife Lydia for 29 years. His numerous civic involvement include serving a full term on the Planning and Zoning Commission and on the Mayor's Human Relations Advisory Committee. He currently serves as one of Irving's two representatives on the Community Service Block Grant Board of the Urban League of Greater Dallas. |

Lewis Patrick, Place 4Lewis Patrick has served on the City Council since 1996. He retired from the City of Irving as the Director of Public Works. Mr. Patrick is a member of the Planning and Development Committee and the Public Works Committee. He is the council liaison to the Zoning Board of Adjustments and the alternate council liaison to the Animal Services Advisory Committee, the ICVB Board and the Planning and Zoning Commission. Rose Cannaday, Place 5Rose Cannaday was re-elected to the City Council in May 2011. She served as Mayor Pro Tem in 2010-11 and served as Deputy Mayor Pro Tem during 2009-10. She is the President/Owner of Cannaday & Associates Mediation Company. She provided the leadership for the city's logo change, rebranding of the city, and the development of the city's new web site. While serving as the liaison to the Communications Committee she has played a role in overseeing the demolition of Texas Stadium, which made national headlines. She has worked closely with the Legislative Committee to ensure Irving is properly represented in both Austin and Washington DC. Mrs. Cannaday is a member of the Community Services Committee and the Public Works Committee. She is the council liaison for the Library Board, Planning and Zoning Commission and the alternate council liaison to Carrollton/Farmers Branch ISD. Mrs. Cannaday serves as the council liaison to the Irving Flood Control District, Section 3 and Sister Cities. Rick Stopfer, Mayor Pro Tem, Place 6Rick Stopfer has served on the City Council since 1998. He currently serves as Mayor Pro Tem. In 2008-09 he served as Mayor Pro Tem and in 2007-08 he was Deputy Mayor Pro Tem. He is a retired automotive consultant. Mr. Stopfer is the chairman to the Transportation and Natural Resources Committee and is a member of the Communications Committee and the Planning and Development Committee. He is also the council liaison to the Housing and Human Services Board and the alternate council liaison to the Museum Advisory Board and Coppell ISD. Mr. Stopfer serves as the council liaison to the Dallas Regional Mobility Coalition, TEX 21 and the Regional Transportation Council. Gerald Farris, Deputy Mayor Pro Tem, Place 7Gerald Farris was elected to the City Council in May 2010. He is a native of Irving and attended Irving ISD. Mr. Farris was president of his neighborhood association in 2007. Currently he is in the Information Technology Department at the JONES-BLAIR Company where he also served seven years in Research and Development and nine years as Regulatory Manager. Joe Philipp, Place 8 (at-large)Joe Philipp has served on the City Council since 1996. While on the council, he served as Mayor Pro Tem during 1999-2000 and 2005-06, and Deputy Mayor Pro Tem for 2008-09. Mr. Philipp is the chairman of the Audit and Finance Committee and takes an active role in budget and audit financial review, strategic planning, and real estate actions in the city of Irving. He is a member of the Transportation and Natural Resources Committee. Mr. Philipp is the council liaison to the Tax Increment Finance No. 1 Board, and the alternate council liaision to the Arts Board, Housing and Human Services Board, the Library Board, and the Mayor's Education Advisory Council. Mr. Philipp serves as the council liaison to DCURD and the DFW Board and serves as the alternate council liaison to the Chamber of Commerce. |
